Temporary Suspension of Acceptance of Mail to the United States Due to U.S. Customs and Regulatory Changes

On July 30, 2025, the U.S. government issued an Executive Order titled “Termination of De Minimis Exemption for All Countries” regarding mail shipments to the United States.
This Executive Order terminates the duty-free exemption for mail shipments containing goods imported for personal consumption (dutiable mail) effective August 29, 2025, and imposes customs duties. On August 15, 2025, U.S. Customs and Border Protection (CBP) announced “New Guidelines Regarding the Elimination of De Minimis,” which require carriers and others to pay a customs bond to CBP and prepare customs declarations. However, the procedures that carriers and the national postal operators of each country must implement in response remain unclear, making implementation extremely difficult.
Therefore, starting Wednesday, August 27, we will temporarily suspend acceptance of mail items destined for the United States (small packages, parcels, and EMS (goods)) containing the following items, in line with other national postal operators.
Personal gifts where the value of the contents exceeds 100 USD
Items intended for sale for consumption
